Since 9/11, Israel has helped improve security at American airports and ports. The two countries also regularly collaborate on countering cyberattacks, emergency management and counter- tunneling.

Israel is on the frontlines against our shared enemies in the Middle East, and a strong U.S.-Israel relationship helps counter shared threats around the world.
IRAN AND ITS TERRORIST PROXIES: Iran and its network of terrorist proxies have been at war with the United States since the regime's establishment in 1979, when 66 Americans were taken hostage in Tehran. Since then, Iran and its proxies have killed more than a thousand Americans, including 281 U.S. troops murdered by Hezbollah. Iran paid bounties for Americans killed in Afghanistan, while the regime continues to pursue its stated policy of "Death to America." The regime continues to plot attacks on American soil and has attempted to assassinate President Trump. With strong American support, Israel has decimated Iran's terror proxies, including Hamas and Hezbollah.
THE CHINA-IRAN-RUSSIA AXIS: Iran has been deepening its relationships with Russia and China, supplying weapons for Putin's war in Ukraine while selling millions of barrels of discounted oil to China in violation of U.S. sanctions. In 2021, China and Iran signed a 25-year comprehensive strategic partnership, and Iran signed a similar agreement with Russia in 2025. The Iranian regime also has strong ties with Venezuela, North Korea and Cuba.
NUCLEAR PROLIFERATION: Israel has played a leading role in countering nuclear proliferation in the Middle East, preventing an already dangerous region from becoming an even greater threat to America. Israeli strikes took out Iraq's nuclear reactor in 1981 and Syria's nuclear reactor in 2007. Our ally has carried out numerous operations to expose, delay and undermine Iran's pursuit of nuclear weapons. In June 2025, the United States and Israel carried out Operations Midnight Hammer and Rising Lion, which devastated Iran's nuclear and military programs, setting the regime's nuclear ambitions back by years.
One in six American combat fatalities in Iraq were attributable to Iran.
ISRAEL IS A FORCE MULTIPLIER FOR AMERICA’S MILITARY
On the night of June 12, 2025, Israel launched a 12-day war against Iran, dubbed Operation Rising Lion, devastating the regime’s military leadership, nuclear facilities, and military infrastructure. On Saturday, June 21, the United States joined the fight with Operation Midnight Hammer, precisely striking three deeply-buried nuclear facilities in Iran in a decisive and limited operation.
Rising Lion and Midnight Hammer are a powerful demonstration of the U.S.-Israel alliance in action, exemplifying how the partnership helps keep America safe and strong by leveraging our ally’s advanced capabilities – made possible through strong American support – to destroy a mutual threat to both nations.
Israel enabled the United States to carry out this operation through its success degrading Iran’s military infrastructure.

BY SUPPRESSING IRANIAN AIR-DEFENSES, Israel cleared a path for the American B-2 bombers and Tomahawk missiles strikes. The U.S. reportedly specifically requested Israel do this and provided Israel with a list of air defense systems it wanted destroyed.
ISRAEL’S ACCESS TO AMERICAN RESOURCES AND CUTTING-EDGE WEAPONS SYSTEMS, combined with its determination and ingenuity using them, enables it to take the fight to threats like the Iranian regime and severely degrade them. This reduces the need for the U.S. to carry out more extensive operations while allowing the U.S. to operate in a reduced-risk environment.
Working together, the two allies destroyed a mutual threat to both America and Israel.
Iran’s ballistic missile program, which was already able to strike U.S. allies across the Middle East and parts of Europe, and was quickly expanding in range to eventually reach the United States, is now severely set back, helping keep our homeland safe from Iran’s ballistic missiles. Iranian missiles are also being used to attack U.S. Navy ships and commercial vessels in the Red Sea.
By eliminating much of Iran’s military leadership, Israel limited the regime’s ability to support terrorism across the region and around the world, including Latin America, also reducing the threat to the United States at home.
A nuclear-armed Iran would have been an existential threat to Israel and a serious challenge to America in the region. Now, that threat is vastly reduced, since it would take years for Iran to rebuild and the regime is significantly more deterred from doing so.
ISRAELI TECHNOLOGY ADVANCES AMERICAN SECURITY.
Facing threats unlike any other nation, Israel has pioneered revolutionary technologies to help keep its people safe — and Americans too. The United States applies Israel's technology and extensive experience to safeguard our critical infrastructure, our citizens and our troops.
MISSILE DEFENSE: Israel's multi-layered missile defense system is the most advanced in the world, with years of real-world application intercepting enemy missiles and rockets. Jointly developed by the United States, we can apply this technology and data to improve our own missile defense architecture, better protecting our military bases and critical infrastructure.
SUBTERRANEAN THREATS: For almost a decade, the United States and Israel have worked together to address the complex challenges posed by underground structures such as terror tunnels and hard and deeply buried targets. This cooperation helps ensure the United States and our ally Israel have the best technology and tools available to detect, map, destroy and maneuver through underground structures, whether in Gaza and Lebanon, or on the U.S.- Mexico border.
COUNTERING DRONES: The proliferation of low-cost weaponized drones is one of the greatest challenges facing America and Israel. Israel's air defense systems have been put to the test countering drones launched by Iran and its terrorist proxies. As America faces similar threats to our troops, leveraging Israel's experience helps keep Americans safe. Multiple Israeli counter- drone systems are in use or under consideration by the U.S.
CYBERSECURITY: Israel works with the U.S. government and private sector to design and implement systems aimed at thwarting cyberattacks and safeguarding the citizens of both nations. As Iran and other rogue states increase their cyberwarfare efforts, this cooperation is vital to national security. The U.S. Cyber Command and the IDF’s Cyber Defense Directorate conduct annual joint cybersecurity exercises.
ARTIFICIAL INTELLIGENCE: The U.S. and Israel are expanding collaboration on next generation technology, including artificial intelligence, to compete with adversaries like China and Russia. AI systems are used to identify and target enemy combatants on the battlefield and deployed to prevent threats to both nations.
EMERGENCY MEDICINE: Now carried in every American soldier's first-aid kit and by emergency responders around the world is the Israeli Emergency Bandage, which stems blood loss, prevents infection and allows soldiers to stabilize a wound with just one hand. This technology helps reduce battlefield fatalities caused by hemorrhaging.
ISRAEL HELPS KEEP AMERICA PROSPEROUS.
The U.S.-Israel relationship directly helps make America more prosperous — supporting over a quarter-million American jobs and infusing billions of dollar into the economy.
CREATING AMERICAN JOBS: Israeli companies directly employ tens of thousands of Americans, and the U.S.-Israel relationship directly and indirectly supports over 255,000 American jobs. By 2028, all U.S. security assistance to Israel will be spent in America — creating tens of thousands of high-quality American jobs.
STRENGTHENING AMERICA'S ECONOMY: Total Israeli foreign direct investment in the U.S. was $24.4 billion in 2024. Israeli companies directly benefit Americans by sharing technological innovation and by comprising the second- largest source of foreign listings on the NASDAQ.
BUYING AMERICAN GOODS: America exported more than $13 billion of goods to Israel in 2025, putting Israel among the United States' top 25 largest trading partners. The 1985 Free Trade Agreement significantly reduced trade barriers between both countries, and Israel last year eliminated all tariffs on American imports.
A MODEL ALLY: ISRAEL INVESTS SIGNIFICANTLY IN ITS OWN DEFENSE.
Committed to defending itself, by itself, Israel is significantly increasing its defense spending, ensuring it’s prepared to counter ongoing and emerging threats on multiple fronts.
This spending increase came even as Israel’s economy was under serious strain from the multi-front conflict, with huge numbers of reservists called up into military service, serious damage inflicted in the country’s north and south, and a significant drop in tourism. While Israel’s economy is recovering and performing strongly, higher defense spending remains a serious fiscal burden.
In 2025, Israel spent 7.74% of its GDP on defense. In 2026, Israel is expected to spend 6.93% of its GDP on defense, more than the United States’ 3.5%, and significantly above the 2.76% NATO average in 2025.
Before October 7, 2023, Israel spent 5.47% of its GDP on defense, more than any other Western nation. This number rose to 9.29% during the war, as Israel has been forced to confront this multi-front threat from Iran and its terrorist proxies.

AMERICAN ASSISTANCE IS A DECREASING YET VITAL PERCENTAGE OF ISRAELI DEFENSE SPENDING.
Before the war, American security assistance to Israel comprised 21% of Israel’s defense spending. In 2026, the percentage of Israel’s defense spending coming from America is expected to decline to 12.3% and will remain at similar levels through 2028.
American support for Israel, including the annual security assistance appropriated by Congress each year, remains essential to Israel’s ability to defend its people against growing threats. Congress must work to strengthen and expand American support for Israel to help keep our ally safe, protect American interests in the Middle East, and promote regional stability.

THE WAY FORWARD
As Israel dramatically increases its defense spending to confront the threats it faces, American leaders must work to strengthen the United States’ support for Israel and expand cooperation between the two countries.
