AIPAC Statement on Gaza Report by UN Human Rights Council 
The United Nations Human Rights Council (UNHRC) has once again issued a deeply unfair, inaccurate and misleading report on Israel's self-defense efforts against Hamas terrorist attacks. There is only one true culprit for last summer’s unfortunate civilian casualties: the terrorist organization Hamas. Hamas indiscriminately waged a war of aggression against Israeli civilians while inhumanely exploiting Gaza residents as human shields. Any suggestion of moral symmetry between the actions of Israel and those of the terrorist organization Hamas is a malicious affront to the truth. 

Because it scrupulously employed extraordinary measures exceeding international legal standards in order to avoid civilian casualties, Israel deserves praise rather than criticism. During the conflict, Israel risked the lives of its own soldiers to spare civilian lives by providing Gaza residents with advance warning of impending attacks. Moreover, throughout the conflict, Israel repeatedly sought to end the hostilities through ceasefires which were met by Hamas rocket launchings.

As U.S. Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey has observed, “Israel went to extraordinary lengths to limit collateral damage and civilian casualties.” That view was echoed in a recent report on the Gaza conflict by the High Level International Military Group, made up of senior military and political officials from Western countries, which found that, “Israel not only met a reasonable international standard of observance of the laws of armed conflict, but in many cases significantly exceeded that standard.”

The UNHRC is even further eroding its credibility and that of the United Nations by continuing to unfairly target the sole liberal, democratic country in the region as it defends itself against terrorist aggression. We urge the administration and Congress to stand by our ally, particularly if international bodies seek to exploit this report to punish Israel.
