The U.S. government is currently considering whether to support attempts by the Palestinian Authority (PA) and the PLO to overturn a judgment awarded to the family of an American citizen who was killed in a 2002 Palestinian terrorist attack in Israel. To date, the United States has taken the right course by refusing to shield those responsible for terrorist attacks on American citizens from the financial damages awarded in U.S. courts to their victims and their families. Any effort by the U.S. government to support attempts by the PA and the PLO to overturn the judgment would be a blow to U.S. efforts to deter terrorism and unfair to the families of the victims who have successfully sued the perpetrators of the attacks and proven their guilt. It also would undermine the Israeli-Palestinian peace process, which requires an unflinching commitment by the PA to renounce and fight terrorism.

The administration's request for $2.55 billion in security assistance for Israel represents the first year of a 10-year U.S.-Israel security agreement to help the Jewish state face increasing threats. Iran is continuing its uranium enrichment efforts in defiance of the international community, while Syria, Hizballah and Hamas are amassing arms at an unprecedented rate. U.S. assistance has long played an indispensable role in ensuring that Israel maintains its qualitative military edge over potential adversaries.

Tehran reportedly is now testing advanced centrifuges and rapidly developing more sophisticated ballistic missile technology. Sanctions on Iran are hurting its economy and heightening domestic criticism of the mullahs' regime. This sanctions effort, however, could be more effective in bringing Iran to suspend its uranium enrichment program if U.S. law were fully implemented by imposing penalties on foreign firms operating in Iran.

Hamas continues to launch daily, indiscriminate rocket attacks into Israel. It also has urged a renewed wave of suicide bombings in Israel and praised the recent attack in Dimona as a "heroic act." Despite attacks on its citizens and territory, Israel is exercising tremendous restraint. It is continuing negotiations with Palestinian leader Mahmoud Abbas and allowing humanitarian aid to enter Gaza. However, Israel has been forced to take increased measures to defend its citizens.

U.S. and international sanctions on Iran are having a significant effect on its economy, raising the costs and risks for foreign companies to do business with Tehran. During the past year, the United States enacted several rounds of sanctions against key state-owned Iranian banks and Iran's Islamic Revolutionary Guard Corps (IRGC). Contrary to recent reports, these actions have been effective in driving and increasing the intensity of the debate within Iran over the wisdom of the country's nuclear program. The international community should join the United States in a comprehensive economic, diplomatic and political sanctions campaign to prevent a nuclear-armed Iran.

The International Atomic Energy Agency's (IAEA) recent agreement to give Tehran more time to clear up longstanding questions about the regime's nuclear activities is allowing Iran to advance its nuclear efforts while staving off further sanctions. Both the IAEA and the recent National Intelligence Estimate (NIE) conclude that Iran has made significant progress in its ability to enrich uranium—the critical component for nuclear weapons. The United States should take the lead in increasing economic pressure on the regime by implementing existing U.S. sanctions law targeting foreign firms operating in Iran.

The recent attack on a U.S. diplomatic target in Lebanon is one in a series of terrorist attacks meant to undermine the government of Lebanese Prime Minister Fouad Siniora and threaten to further destabilize the country. With support from Syria and Iran, Hizballah and other terrorist groups continue to rearm and carry out attacks against Israel, U.N. peacekeepers and supporters of Lebanese democracy. Further action by the international community is necessary to ensure Hizballah is disarmed and is not allowed to undermine Lebanon's democratic government or spark renewed conflict with Israel.
