In a landmark address about U.S. policy in the Middle East, President Bush discusses his vision for a two-state solution to the Israeli-Palestinian conflict. He calls on the Palestinians “to build a practicing democracy based on tolerance and liberty” and states that the United States “will not support the establishment of a Palestinian state until its leaders engage in a sustained fight against the terrorists and dismantle their infrastructure.”
