The resolution calls for the immediate and unconditional release of Israeli soldiers kidnapped by the terrorist groups Hamas and Hizballah. It condemns the organizations for failing to adhere to the "most basic standards of humanitarian conduct" by refusing to allow medical personnel and representatives of the Red Cross to visit Gilad Shalit, who was kidnapped in June 2006 by Hamas, and Ehud Goldwasser and Eldad Regev, who were kidnapped by Hizballah in July 2006.
