Secretary of State William Rogers’ Plan for Arab-Israeli Peace

Secretary of State William Rogers states that U.S. policy in the Middle East is “to encourage the Arabs to accept a permanent peace based on a binding agreement and to urge the Israelis to withdraw from occupied territory when their territorial integrity is assured as envisaged by the Security Council Resolution [242].”  Rogers discusses in great detail the United States’ interpretation of U.N. Security Council Resolution 242, noting that Israel’s pre-1967 boundaries were “armistice lines, not final political borders.”
