Issued during the summer of 2001, the Tenet Cease-Fire plan reaffirms previous security arrangements between Israel and the Palestinian Authority (PA).  The plan requires the PA to “move immediately to apprehend, question, and incarcerate terrorists in the West Bank and Gaza” as well as to stop incitement against Israelis everywhere.
