Issued in March 2002 during the peak of Palestinian violence, the Zinni Plan for Middle East Peace lists a series of timetables and benchmarks for Israel and the Palestinian Authority (PA) so that the parties can return to the negotiating table.  The plan requires the PA to act decisively against terrorism and weapons smuggling as well as to devise a comprehensive plan for the collection of illegal weapons.
