The letter urges President George W. Bush to press Palestinian Authority (PA) President Mahmoud Abbas on establishing electoral criteria that would bar terrorist groups such as Hamas from participating in the Palestinian legislative elections if they refuse to disarm or recognize Israel's right to exist. The letter stresses the severe policy implications for U.S.-Palestinian relations should terrorist groups be brought into the governing structure of the PA.
